             OBJECTIVES:

                 1) Integration of Plans of the Prelature Level
                 2) Validation and Decrees and Amendments of PAPL II
                 3) Prelature Stand on Vital Issues
                 4) Plans per District

                * Two lay leaders of the Parish
                * Three Religious
                * Rep. Rolando Andaya Jr., 1st District of Camarines Sur
                * Ten Mayors
                * Fifteen Secretariat Members
                * Ten other Guests

          The Third Pastoral Assembly of the Prelature of Libmanan and Launching of Fund Raising for BEC is designed to create the supportive atmosphere to the initiatives already undertaken towards a BEC oriented parishes.   Comes September 2000, the Prelature of Libmanan will hold its Third Pastoral Assembly which will focus on BEC.   It will be an opportunity to evaluate policies and decrees of the Prelature if they are consistent with the principles of Basic Ecclesial Community.   There will also be a consultation on important issues relevant to BEC like, an alternative program financial system that could help finance the Pastoral Programs of the Parishes, policies on role of religious organizations, the changing roles of priests, leaders and parishioners in a BEC oriented parish, development programs in support of BEC, interfaith issues that affects BEC implementation in the barangays, and Local Governance.
